[edit] Functional Requirements of the U.S. Department of Peace and Nonviolence

                       PRELIMINARY

This section is a compilation of performance expectations (functional requirements, success criteria, etc.) pertaining to the operation or function of the Department of Peace and Nonviolence. The general section is divided into International Activities and Domestic Activities

[edit] International Activities

(not included in the Colorado Model)

The International Activities section will list the functional requirements of the Department in terms of how it will support (and complement) the Department of State and Department of Defense in terms of our relations with other nation states.

The Department of Peace and Nonviolence will focus on early identification of international conflict situations and develop effective alternatives to armed force in managing these situations. Whereas the Department of State will continue to focus on diplomacy and dialog with the heads of foreign governments, the Department of Peace and Nonviolence will explore possible involvement and support from the NGO's.

[edit] Domestic Activities

The Domestic Activities section will list the functional requirements of the Department in its role of reducing domestic violence and providing constructive opportunities for growth and self-reliance.

The Department of Peace and Nonviolence will focus on early identification of domestic conflict situations and develop effective nonviolent intervention programs to complement current programs provided by its partner Departments: the Department of Education, the Department of Justice, and the Department of Health and Human Services.

Whereas the primary function of the U.S.Department of Education and the Colorado Department of Education is to provide education and training to our youth (and providing 'safe schools' is an important subset of activities), the DoPN can focus specifically on creating nonviolent learning environments inside the classroom as well as addressing structural violence in communities that fails to provide adequate educational and training opportunites. The DoPN can provide a more integrated perspective and help assure the adequacy of crime prevention programs (DoJ special programs) and economic opportunities for the parents of these children (DoL special programs) and assure that children and adults in the community have appropriate access to health care and emergency assistance (DoHHS special programs).
