lalivicocrel This initial simulation of a Regional Model of the proposed Department of Peace and Nonviolence will be conducted in three Phases covering a span of two (2) years. The scope of activities will be limited to Domestic related activities as they pertain to Colorado.

[edit] First Phase: Startup

During this phase, the Project will assembly the working Team of Volunteers, identify a key issue(s) for each Congressional District, further limit the scope of the simulation to be consistent with one (1) year of operation by part time volunteers, populate the local DoPN organization with "acting" personnel, apply the proposed Legislation to the elements of the Regional Model to define their Mission, Charter, and operating procedures

[edit] SCOPE

The scope of this Model Project has been limited to the "Domestic Activities" of the Department of peace and Nonviolence. "International Activities" will be included in other Model Projects. By limiting the scope, we hope to increase the probability that something can be accomplished with the time and resources available.

Within the realm of "Domestic Activities" we further limit the scope of the project to two or three "Key Issues" for demonstrating how the Department will operate and add value to local communities and the region.

[edit] Domestic Activities

Domestic activities include reduction in interpersonal violence, domestic (family) abuse, school violence, and forms of collective / structural violence, etc. Domestic activites include education and training related to constructive conflict management, etc. Domestic activities include increasing opportunities for personal and collective growth.

[edit] Key Domestic Issues

We have asked Colorado campaign volunteers to identify key issues in their congressional districts that the DoPN will address.
At this point, several key issue candidates have been identified:
gang violence, for a number of reasons including:
1) the issue pertains to many cities,
2) researchers indicate that few if any current gang reduction programs have evidence of being effective in a meaningful way.
3) the issue involves youth - the DoPN will be responsible for addressing the root cause of gang membership which is known to be very complex and multifaceted. The complexity of this issue is a reason why we need a dedicated organization to develop effective intervention programs.
4) gang violence is currently being addressed by a number of partnering Departments at the federal level including the Department of Justice, Department of Health and Human Services, Department of Education and the Department of Labor.
Although there a number of existing Department addressing gang violence, to borrow a phrase from Dr. Phil McGraw "How's that working for you?" Some progress has been made in local areas, gang violence remains a significant problem for many communities. Experts argue that until a National strategy is implemented, there will be little change. [1]
Limited Access to Basic Health Care, for a number of reasons including:
1) the issue pertains to many U.S. citizens,
2) the rising cost of health care is further limiting access to more and more Americans
3) limited access to basic health care is a form of structural violence and therefore an issue for the DoPN to address

[edit] Second Phase: Operation

During this phase, the Project will simulation the actual operation of a Regional DoPN using the Charter provided by the Legislation.

During this phase, the Project will review and assess the information obtained during the Startup and Ooperation. <reference/>
